Narrative:
Christopher J. Dow handles matters in the Environmental Risks practice area. Prior to joining Resolution Law Group in 2007, Mr. Dow practiced environmental law in New York State for over 10 years. He has worked on a wide variety of matters including litigation in state and federal courts arising out of hazardous waste and petroleum-contaminated sites, oversight of the investigation and cleanup of contaminated sites, corporate environmental regulatory compliance, environmental due diligence in connection with corporate transactions and environmental impacts arising out of small and large land use projects.
Mr. Dow devised and implemented a litigation strategy resulting in his client obtaining summary judgment against BP America, Inc. and ARCO under the RCRA citizen suit statute. He also argued a winning appeal which restored over $800,000 in environmental and breach of lease claims which had been dismissed by the trial court under his client’s prior counsel. As part of New York’s homeland security effort, Mr. Dow ensured environmental compliance for the New York State Wireless Network—an emergency telecommunications network to consist of 500 to 1200 interconnected antenna sites located throughout the state.
Prior to entering private practice, Mr. Dow was Associate Counsel at the New York State Governor’s Office of Regulatory Reform where he specialized in environmental policy matters. In that capacity, he helped oversee the drafting and implementation of state regulations mandated by the Title V permitting program of the federal Clean Air Act. He also worked closely with the Adirondack Park Agency in its successful effort to make its regulations more user-friendly for property owners and local governments. While in law school, he interned at the New York State Department of Environmental Conservation, Division of Legal Affairs.
From 2002-2005, Mr. Dow served as a co-chair of the Task Force on Navigation Law, Petroleum and Related Issues of the New York State Bar Association (NYSBA) Environmental Law Section and was a co-chair of the 2003 NYSBA CLE Program, “Petroleum Spill Litigation and Cleanups”. He also has been a guest lecturer on environmental topics at Albany Law School in Albany, New York.
